Environmental Assessment (EA)
for the proposed
IL 100/106 Illinois River Crossing Project
at Florence

Pike and Scott Counties

The Illinois Department of Transportation, in cooperation with the Federal Highway Administration, is evaluating options to maintain and improve access across the Illinois River, while minimizing impacts to the environment and surrounding area. Alternatives considered for the project are a No Build alternative, a rehabilitation alternative and four new bridge alternatives. The Preferred Alternative is a new bridge on an alignment that is 300 feet south of and adjacent to the existing bridge. This would result in the removal of the existing bridge, which is eligible for listing on the National Register of Historic Places.

Public Notice - January 16, 2020

The Illinois Department of Transportation is proposing to remove and replace the existing IL 100/106 bridge (Florence Bridge) over the Illinois River, located in the Village of Florence in Pike County, Illinois. The Florence Bridge connects Pike County to the west and Scott County to the east. It is an important river crossing to the Village of Florence and is relied on by the residents, agricultural community, and businesses in the surrounding area. This bridge has been determined eligible for listing in the National Register of Historic Places (NRHP). It includes a 217-foot movable lift span to allow river navigation.

The Florence Bridge replacement project is funded in part by the Federal Highway Administration (FHWA). Pursuant to Title 23, United States Code, section 144, paragraph g (23 U.S.C 144(g)) "Historic Bridge Program", any state that proposes to demolish a NRHP-eligible bridge and is asking for federal participation in funding, shall first make the bridge available for donation to a State, local or responsible private entity.

Therefore, the Illinois Department of Transportation is offering the Florence Bridge over the Illinois River to any interested qualifying State, Local, or responsible private entity. The entity will need to enter into an agreement with the Illinois Department of Transportation under the following conditions:

  1. The bridge must be relocated in coordination with the bridge replacement project schedule;
  2. Assume all future legal and financial responsibility for the bridge, which will include an agreement to hold the Illinois Department of Transportation harmless in any liability action; and
  3. Maintain in perpetuity the bridge and the features that give it its historic significance.

If relocated, the Illinois Department of Transportation will cover costs associated with moving this bridge, not to exceed the would-be cost of demolition of this bridge. All remaining costs shall be the responsibility of the entity requesting to move the structure.

Interested parties should send a letter of interest, stating the funding means, location of bridge placement, means of moving the structure, and timetable for the move. Letters of interest should be sent to:
